Okies, here's the scoop:
You go to Account settings
You look at right side for Manage Badges
or just click this link lol

You pay before you play!
You have to select your badge size before you upload, how many squares tall and how many wide.
It costs 100k (90k if you are V.I.P.) per square
BUT, then you edit your badge which is when you upload your image and add your text or link.
